On May 21st, the State Council Information Office held a series of themed press conferences on promoting high-quality development.
Erken Tunyazi, Deputy Secretary of the Party Committee and Chairman of the Xinjiang Uygur Autonomous Region, stated that Xinjiang has a vast territory and abundant resources, boasting that "mountains have gold, copper, iron, and basins have coal, oil, and gas." Utilizing these resources effectively is the key to building a modern industrial system in Xinjiang and achieving high-quality development. We are accelerating the construction of a new power system, increasing storage and production of oil and gas, clean and efficient utilization of coal, and exploration, development and utilization of mineral resources. We are actively building a national energy resources strategic guarantee base to provide important energy resources support for promoting Chinese path to modernization.
Next, our considerations mainly include several aspects.
Firstly, consolidate and enhance advantageous industries, and focus on oil, gas, and coal. For three consecutive years, Xinjiang's oil and gas production equivalent has ranked first in the country. The Tarim Oilfield has drilled the first 10000 meter vertical well in Asia, with coal to natural gas production capacity accounting for 45% of the country's total. The world's first direct liquefaction coal to oil project has been launched in Hami, and the construction of "oil fields on coal fields" is gradually being realized. We will accelerate the promotion of increasing oil and gas storage and production, release advanced and high-quality coal production capacity, continuously extend the industrial chain downwards, and maximize the effectiveness of every piece of coal, every drop of oil, and every cubic meter of gas.
Secondly, cultivate and strengthen emerging industries, and open up new clean energy tracks. The total amount of wind and solar energy resources in Xinjiang ranks among the top in the country. In recent years, we have comprehensively laid out the wind and solar industry chain. In 2023, solar and wind power generation accounted for 4.6% and 7.3% of the country's total, respectively. The scale of new energy grid connection ranked second in the country, making the vast desert of the past a "feng shui treasure land" for the development of new energy and other industries today. We will accelerate the construction of clean energy bases such as wind power and photovoltaics, continue to promote the scale and intensive development of new material industries such as silicon-based and aluminum-based, vigorously build new power systems, and achieve coordinated development of photovoltaic "blue", desert "yellow", and ecological "green".
Thirdly, transforming and upgrading traditional industries to stimulate new green and low-carbon driving forces. In recent years, Xinjiang has made every effort to promote industrial strengthening, efficiency enhancement, and transformation and upgrading. Last year, we held a special industrial green development conference and released the "100 Major Low Carbon Technologies in the Industrial Field", which has led to more and more low-carbon and zero carbon factories rising from the ground. With the continuous promotion of green production in the manufacturing industry, the traditional image of "black, coarse, and heavy" industrial structure is gradually fading away, which is the problem of the traditional industrial structure being biased towards optimization that you just mentioned. We will accelerate the digital and intelligent transformation, strongly support enterprises in introducing new technologies and models, promote equipment updates and process upgrades, and continuously improve the "gold content", "green content", and "intelligence content" of the manufacturing industry.
In addition, the new round of national breakthrough strategy for mineral exploration has designated 120 key mineral exploration areas in Xinjiang, ranking first in the country. We will make every effort to promote the exploration, development, and utilization of important mineral resources, deepen exploration and treasure hunting, and strive to turn every stone into gold, making Xinjiang's contribution to ensuring the security of China's energy resources and important industrial and supply chains.
