Recently, the National Energy Administration held a national video conference on renewable energy development and construction scheduling. Wan Jinsong, a member of the Party Group and Deputy Director of the National Energy Administration, attended the meeting and delivered a speech.
The meeting summarized the development of renewable energy in China in the first quarter of 2024, listened to the opinions and suggestions put forward in the January situation analysis meeting, the progress of major renewable energy project construction in China, the 2024 wind and photovoltaic power generation production plan, and the supply and demand development of the wind and photovoltaic power generation industry chain. The meeting analyzed the situation and tasks faced by the development of renewable energy, studied the existing problems and relevant measures and suggestions, and proposed the next step of work requirements.
The meeting pointed out that the development momentum of renewable energy was good in the first quarter of this year, with continuous expansion of installed capacity and steady growth of power generation. From January to March, the newly installed capacity of renewable energy in China was 63.76 million kilowatts, accounting for 91.8% of the country's newly installed power generation, a year-on-year increase of 34.5%; The national renewable energy generation reached 690.3 billion kilowatt hours, accounting for 30.9% of the national electricity generation, a year-on-year increase of 16.1%. At the same time, in some regions, the utilization rate of wind and photovoltaic power generation has decreased, the coordination between the source and grid is insufficient, and the construction of large-scale wind and photovoltaic base projects is unbalanced. It is necessary to attach great importance to this and accelerate research and coordination to solve it.
The meeting called for the full promotion of the construction of three batches of large-scale wind and solar power bases, continuous monthly scheduling and weekly monitoring, and the prompt completion and timely production of base projects. Secondly, we must actively promote the high-quality development of new energy, fully leverage the decisive role of market resource allocation, and local governments should strengthen industry guidance to guide the orderly development of new energy projects; Each development enterprise should compete in an orderly manner and strictly develop projects in accordance with laws and regulations; Power grid enterprises need to increase investment in construction, especially in the upgrading and renovation of distribution networks. We need to optimize the market and policy environment for the development of new energy, further improve policies and measures related to institutional mechanism reform and market construction, and strive to introduce mature policies one by one. We must further liberate our minds, change our mindset, improve our work style, deeply understand the significant significance of vigorously developing new energy in helping to achieve the dual carbon goals and ensuring energy security, strengthen collaborative cooperation, fairly assume the responsibility of energy transformation, and jointly promote green and low-carbon development.
